RESEARCH FOCAL AREAS

This reflects the essence of the results of the workshop held on 22 and 23 April 2008. You are invited to comment via the discussion forum or via an e-mail to lbarwell@csir.co.za

A common criticism of Research Strategies or Science Plans is that they often try to do too much and therefore lack focus. This is confirmed by the large number of relatively small research initiatives in many areas, and a short-term approach to research (with short funding cycles for key research projects, and a high turnover in projects). The Global Change Science Plan presented here will seek to correct these shortcomings through:

 

  • A focus on a small number of relevant and challenging research Focal Areas; and

 

  • a commitment to remain active within these research domains for enough time to build national capability and capacity within them.

 

Overall Science Plan framework

Research under the National Global Change Science Plan for the following ten years will focus on two areas within the complex regional system and its various components (Figure 2):

 

Focal Area 1: Understanding a complex regional system:

Here the emphasis will be on understanding the processes and drivers of change in both the biophysical and social domains. Understanding system resilience will be a major area of interest within this Focal Area.

 

Focal Area 2: Adaptive responses within a complex regional system:

The effective application of existing and new knowledge to meet societal needs and to build resilience of the interconnected system (including institutional) in support of societal benefits will form the core of this research focal area.

Explanation and motivation for the choice of each of the Focal Areas

Focal Area 1: Explanation

 

The region is inherently characterized by complex, dynamic internal links and interactions, subject to feedbacks and both internal and external forcing (both bio-physical and socio-economic).

 

Focal Area 1: Motivation

 

1.       The links between the ocean, land and atmosphere are poorly understood, and of both regional and global relevance.

2.       The uncertain inter-dependencies and associated risks between social and biophysical systems are critical to support a sustained future livelihood.

3.       The geographical location and socio-economic context is unique in the global system, and provides an exceptional advantage for advancing the understanding of the linkages between the earth and social system for societal benefit.

Focal Area 2: Explanation

 

Adaptive responses within the unique regional context are dependent on effective application of existing and new knowledge, to ensure the resilience of the interconnected system for societal benefit.

 

Focal Area 2: Motivation

 

1.      To enable relevant linkages between the human outcomes and the science

 

2.     To contribute to the development and deployment of innovative technologies

 

3.      To fulfill our inherent responsibility to the global community to achieve sustainable development

 

4.      It is requisite in order to capitalize on the emerging opportunities within the changing global community.

Two versions of Focal Area 1?

Message by e-mail to Laurie: You have the Focal Area names as I recall them from the workshop, namely
"Focal Area 1: Understanding a complex regional system" and "Focal Area
2: Adaptive responses within a complex regional system". In the marine
science submission that John Field sent through, however, he has Focal
Area 1 as "Understanding the Regional Earth System of Systems under
Global Warming". (See title of downloadable Marine GC Themes document.)

I am not sure why there are two versions of the Focal Area title, but I
wanted to bring it to your attention.

Understanding a complex Regional System

The understanding the regional complex system alone is not sufficient to allow for appropriete adaptatation strategies. This is because the adaptation strategies can only be borne from the understanding of detail impacts of the change in the complex system. The knowledge of a chnage in weather is a first step, but knowing how the change in weather affects agriculture, water resources etac is the vital step.
There is there a gap between understanding of th complex system and adaptatation and that gap is understanding impacts, vulnerability.

Lack of Focus

This section starts by stating that a this Plan should not '...try to do too much and therefore lack focus'. This is a good point. However, the first focal area presented aims is massively broad and appears to be doing exactly the opposite of not trying "to do too much". To understand '...the processes and drivers of change in both the biophysical and social domains' of the entire Southern African region is huge and vague reseach topic. It entails just about every topic within the realm of global change research. Surely Focal Areas should be more specific?

Scale of focus

Focal area 1 speaks only of the regional scale. However global change impacts are perceived at smaller scales. And understanding of how regional changes will impact locally is needed. Furthermore, adaptive responses (Focal Area 2) will mainly be implemented at a local scale, and while the regional understanding is important, it is difficult to imagine how these will lead to recommendation regarding adaptive responses.
